1. The various committees were constituted for the empowerment of Panchayati raj system in India like Balwant Rai Mehta Committee (1957), Ashok Mehta Committee (1977) and L M Singhvi committee(1986).
2. In 1989, for the first time, the Rajiv Gandhi government introduced the 64th constitutional amendment bill for constitutionalization of the Panchayati raj system but was not passed by Rajya Sabha.
3. Again in September 1991 PV Narasimha Rao government considered the idea of constitutionalization of the Panchayati raj system and introduced the constitutional amendment bill in Lok Sabha in September 1991. The bill emerged as the 73rd constitutional amendment act 1992, which came into force on 24th April 1993.
4. One of the main features of the 73rd constitutional amendment act of 1992 was the provision for gram Sabha.
