    Prime Minister Narendra Modi today announced that seven PM MITRA (PM Mega Integrated Textile Region and Apparel) mega textile parks would be set up in Tamil Nadu, Telangana, Karnataka, Maharashtra, Gujarat, Madhya Pradesh and Uttar Pradesh.

    PM MITRA Parks aims to propel India as a global hub for textile manufacturing and exports. The proposed parks are expected to enhance the competitiveness of the textiles industry by helping it achieve economies of scale and attract global players to manufacture in India. Nearly Rs. 70,000 crores investment and 20 lakhs employment generation is envisaged through these parks.

    The mega textile parks will come up in

    Virudhunagar in Tamil Nadu: SIPCOT (State Industries Promotion Corporation of Tamilnadu Ltd) has already acquired over 1,500 acres for a mega textile park at Kumaralingapuram village in Virudhunagar District.

    Warangal in Telangana: Kakatiya Mega Textile Park (KMTP) in Warangal is expected to get additional funding under this scheme. Spread over 1,200 acres in Warangal, KMTP is being developed on a vertically integrated model to cover the textile & apparel value chain. KMTP has attracted some marquee investments, such as Kerala's Kitex Group, which manufactures kid's apparel.

    Kalaburagi in Karnataka: The government of Karnataka has already earmarked 1550 acres of land in Firozabad, Nadisinnur and Kiranagi villages in Kalaburagi district for the development of the textile park

    Amravati In Maharashtra: Maharashtra government had recommended building a brownfield park in Amravati (Vidarbha area) and Aurangabad (Marathwada area) under the PM MITRA. Maharashtra, which generates 28 per cent of the country's overall cotton production, has plans to build textile hubs in the underdeveloped regions of Vidarbha and Marathwada. In total, 42 lakh hectares of land are dedicated to cotton farming in the state, and between 40 and 45 lakh farmers are engaged in the industry.

    Navsari in Gujarat: Gujarat government proposes building a mega textile park in South Gujarat's Navsari. The state government is acquiring 2,383 acres of land for the project. Of the total area of this mega park, 50% will have to be used for manufacturing activities, 20% will be given to set up utilities, 10% will be used for carrying out financial activities, 5% area will be used for establishing logistic support, 10% area will be earmarked for residential housing whereas 5% will be set aside for research and training.

    Dhar in Madhya Pradesh:

    Lucknow in Uttar Pradesh: UP government has identified a suitable land parcel of 1000 acres in Lucknow and Hardoi districts to set up the mega-integrated textiles region and apparel park.

    Selection Process

    Seven sites were chosen out of 18 proposals for PM MITRA parks which were received from 13 States.

    Eligible states and sites were evaluated using the 'Challenge Method' based on a set of criteria, including connectivity, existing ecosystem, textile/industry policy, infrastructure, utility services etc. PM Gati Shakti- National Master Plan for Multi-modal Connectivity was also used for validation.

    Funding and Execution 

    The Ministry of Textiles will oversee the execution of the mega textile park projects.

    A special purpose vehicle (SPV) owned by the Centre and State Government will be set up for setting up and operationalising each park.

    The Ministry of Textiles will provide financial support through development capital support up to Rs. 500 crores per park to the Park SPV.

    A competitive incentive Support (CIS) of up to Rs 300 crore per park to the units in PM MITRA Park shall also be provided to incentivise speedy implementation.

    State governments will be responsible for providing contiguous and encumbrance-free land parcels of at least 1000 acres of land. They will also facilitate the provision of all utilities, a reliable power supply and water availability and waste disposal system, and an effective single window clearance system.

    The parks will offer state-of-the-art infrastructure, plug-and-play facilities, as well as training and research facilities for the industry.

    The Central Government has announced plans to set up mega textile parks in Tamil Nadu, Telangana, Gujarat, Karnataka, Madhya Pradesh, Uttar Pradesh, and Maharashtra. The PM Mega Integrated Textile Regions and Apparel (PM MITRA) Parks for the Textile Industry are a step towards realising the vision of making India a global hub for textile manufacturing and exports.

    The step is inspired by the 5F vision of the Prime Minister, which includes, Farm to Fibre to Factory to Fashion to Foreign. It is expected that these parks will enhance the competitiveness of the textile industry by helping it achieve economies of scale and attract global players to manufacture in India.

    Informing about the seven selected states in a tweet on Friday, March 17, Prime Minister Narendra Modi said that the mega parks would “provide state-of-the-art infrastructure for the textiles sector, attract investment of crores and create lakhs of jobs”.

    Seven selected sites chosen out of 18 proposals

    The seven selected sites were chosen out of 18 proposals for PM MITRA parks received from 13 states. The eligibility of the states and sites was evaluated using a transparent challenge. It was based on objective criteria, taking into account a variety of factors such as connectivity, the existing ecosystem, textiles, industry policy, infrastructure, utility services, etc. PM Gati Shakti- National Master Plan for Multi-modal Connectivity—was also used for validation.

    The parks will receive financial assistance from the Ministry of Textiles in the form of development capital support up to Rs. 500 crore (per park). Further, to encourage prompt implementation, entities in PM MITRA Park will also receive Competitive Incentive Support (CIS) up to Rs 300 crore per park. The parks will provide top-notch infrastructure, plug-and-play features, and industry training and study facilities.

    The initiative to create 20 lakh jobs

    PM MITRA Parks represents a distinctive model in which the Central and State Governments will collaborate to boost investment, foster innovation, create job opportunities, and eventually turn India into a major hub for textile production and exports. Through these parks, an expenditure of almost 70,000 crores of rupees and the creation of 20 lakh jobs are anticipated.

    In a post on Facebook, calling the announcement the biggest-ever initiative for infrastructure in the textile sector,  Union Textile Minister Piyush Goyal said, “These mega textile parks will be set up with an outlay of Rs. 4,445 crore.” He further informed that PM MITRA dovetails with the government’s initiatives to sign Free Trade Agreements, which open up developed markets for Indian textiles, apparel, and several other sectors. The Minister also noted that India already ranks among the top exporters of textiles and clothing in the world, but in this Amrit Kaal, the goal is to surpass that position and be the largest exporter in the world.
